A federal judge who previously donated large sums to Democratic politicians has ruled against the Trump administration’s move to temporarily halt federal spending, igniting concerns about political bias in the judiciary. Judge John J. McConnell Jr., appointed by former President Barack Obama, issued an order on Monday requiring the administration to immediately release all frozen federal funds.

McConnell’s ruling follows a temporary restraining order (TRO) he imposed on Jan. 31, blocking the Trump administration’s review of federal disbursements. The administration had paused spending as part of an effort to ensure government funds aligned with its policy priorities, but McConnell declared that move unlawful. His latest order reinforces the TRO and threatens potential contempt charges if the administration does not comply.

Conservative critics have pointed to McConnell’s long history of Democratic campaign contributions as a red flag. Before becoming a judge, McConnell gave hundreds of thousands of dollars to Democratic candidates and organizations, including Joe Biden, Hillary Clinton, Barack Obama, and the Democratic Congressional Campaign Committee. His financial backing extended to multiple Senate and House races, raising questions about whether his rulings are influenced by political loyalties.

His judicial record has also raised concerns. In 2022, he hosted a legal seminar focused on racial justice that featured a panel on critical race theory, a topic often criticized by conservatives as divisive. The conference examined systemic advantages in the legal system, further fueling speculation that McConnell’s judicial philosophy leans heavily toward progressive ideology.

The dispute over federal funding has intensified as Democratic attorneys general from 22 states and Washington, D.C., continue their legal battle against the Trump administration’s budget policies. McConnell’s order demands that the administration resume payments under Biden-era programs, including grants tied to the Inflation Reduction Act. The administration has vowed to appeal, maintaining that the budget review was necessary to rein in government spending.

McConnell’s financial connections to Democratic politics remain a focal point of controversy. His donations supported major figures in Congress, including Sen. Jack Reed (D-RI) and Sen. Sheldon Whitehouse (D-RI), as well as key House Democrats. Critics argue that his consistent rulings against Trump administration policies suggest a pattern of judicial activism rather than neutral legal interpretation.
