North Korean leader Kim Jong Un pledged to implement the “toughest” measures against the United States, delivering his remarks during a Workers’ Party of Korea meeting just weeks ahead of President-elect Donald Trump’s inauguration.

Kim criticized the U.S.-led alliance with Japan and South Korea, calling it a “nuclear military bloc for aggression.” The official Korean Central News Agency (KCNA) reported that the party clarified its strategy for a robust anti-American response, though specific actions were not disclosed.

The meeting reflected North Korea’s increasing hostility toward the West, with Kim labeling the United States “the most reactionary state” committed to anti-communism. Analysts suggest these developments could further strain U.S.-North Korean relations, which soured after a brief period of engagement during Trump’s first term.

North Korea’s backing of Russia in the Ukraine war presents another challenge for U.S. diplomacy. The regime has reportedly sent 10,000 troops to aid Russian forces, raising concerns in Washington and its allies about potential transfers of nuclear or ballistic missile technology between the two nations.

In a joint statement, South Korean Foreign Minister Cho Tae-yul and EU foreign policy chief Josep Borrell expressed alarm over these developments, warning of threats to global non-proliferation efforts and stability in the Korean Peninsula.

Adding to regional instability, North Korea issued harsh criticism of South Korean President Yoon Suk-Yeol following recent turmoil, including the declaration of martial law and impeachment proceedings. KCNA described the situation as a “fascist dictatorship” and speculated on the potential early end to Yoon’s political career.
